You should register first before make a bid, and i suggest you to sign up for a paypal account if you don’t have one, because most of seller at ebay prefer payment using paypal.
2. Forums.DigitalPoint.com
It’s a forum, there’s a special thread for domain auction, just be careful, check the seller identity, ask to moderator about the seller reputation
